Fix Windows Could Not Complete the Installation Error

Stuck in a loop with “Windows could not complete the installation. To install Windows on this computer, restart the installation”? Here’s how to fix it.

Why This Happens

  • Installation interrupted during setup
  • User account creation failed
  • Sysprep or imaging issues
  • Corrupted Windows installation
  • Driver conflicts during setup

Quick Fixes

Fix 1: Open Command Prompt

At the error screen:

  1. Press Shift + F10
  2. Command Prompt opens
  3. Use methods below

Fix 2: Run OOBE Again

  1. At error, press Shift + F10
  2. Type: msoobe.exe
  3. Press Enter
  4. Setup wizard should appear
  5. Complete user account setup

Fix 3: Restart Setup

  1. Shift + F10 for Command Prompt
  2. Type: cd oobe
  3. Press Enter
  4. Type: msoobe
  5. Press Enter

Enable Administrator Account

Activate Hidden Admin

  1. At error screen, press Shift + F10
  2. Type these commands:
    net user Administrator /active:yes
  3. Press Enter
  4. Type:
    shutdown /r /t 0
  5. Computer restarts
  6. Log in as Administrator
  7. Create your user account normally

Set Administrator Password

Optional - set password:

net user Administrator YourPassword

MMC Method

Open Computer Management

  1. Shift + F10 at error
  2. Type: mmc
  3. Press Enter
  4. File > Add/Remove Snap-in
  5. Add “Local Users and Groups”
  6. Expand Users
  7. Right-click Administrator > Properties
  8. Uncheck “Account is disabled”
  9. OK and restart

Registry Fix

Modify Setup Registry

  1. Shift + F10 for Command Prompt
  2. Type: regedit
  3. Navigate to:
    HKEY_LOCAL_MACHINE\SYSTEM\Setup\Status\ChildCompletion
  4. Find setup.exe
  5. Change value from 1 to 3
  6. Close registry
  7. Type: shutdown /r /t 0
  8. Restart

Alternative Registry Path

  1. In Registry Editor
  2. Navigate to:
    HKEY_LOCAL_MACHINE\SYSTEM\Setup
  3. Find CmdLine
  4. Clear the value (make it empty)
  5. Find OOBEInProgress
  6. Set value to 0
  7. Find SetupPhase
  8. Set value to 0
  9. Restart

Automatic Repair

Access Recovery Options

  1. Restart computer 3 times during boot
  2. Or use Windows installation USB
  3. Select “Repair your computer”
  4. Troubleshoot > Advanced options

Reset This PC

  1. Troubleshoot > Reset this PC
  2. Choose “Keep my files”
  3. Follow prompts
  4. Windows reinstalls while keeping data

System Restore

If restore point exists:

  1. Troubleshoot > Advanced options
  2. System Restore
  3. Choose restore point before issue
  4. Complete restoration

Clean Install

When Other Methods Fail

  1. Back up important data first
  2. Boot from Windows installation USB
  3. Select “Custom: Install Windows only”
  4. Delete all partitions on drive
  5. Install fresh
  6. Complete setup normally

Sysprep Issues

For Imaged Systems

If this is from a cloned/imaged system:

  1. Boot to Safe Mode (if possible)
  2. Run:
    %WINDIR%\System32\Sysprep\sysprep.exe /oobe /generalize
  3. Let Sysprep complete
  4. Restart and complete OOBE

Clear Sysprep State

  1. Shift + F10 > regedit
  2. Navigate to:
    HKEY_LOCAL_MACHINE\SYSTEM\Setup\Status\SysprepStatus
  3. Set CleanupState to 7
  4. Set GeneralizationState to 7
  5. Restart

BIOS/UEFI Settings

Check Boot Mode

  1. Enter BIOS during startup
  2. Check if UEFI or Legacy boot
  3. Ensure matches installation type
  4. Try switching between modes

Secure Boot

  1. In BIOS, find Secure Boot
  2. Try disabling Secure Boot
  3. Attempt installation again
  4. Re-enable after if successful

Driver Issues

Remove Problem Drivers

  1. Shift + F10 at error
  2. Navigate to:
    cd /d C:\Windows\System32\drivers
  3. Rename problematic driver:
    ren driverfile.sys driverfile.sys.old
  4. Restart

Common Problem Drivers

  • Graphics drivers
  • Storage controller drivers
  • USB 3.0 drivers
  • Network drivers

Safe Mode Completion

Boot to Safe Mode

  1. At error, Shift + F10
  2. Type:
    bcdedit /set {default} safeboot minimal
  3. Restart
  4. Complete setup in Safe Mode
  5. After setup, remove safeboot:
    bcdedit /deletevalue {default} safeboot

Hardware Considerations

Disconnect Peripherals

  1. Disconnect all USB devices except keyboard/mouse
  2. Remove extra drives
  3. Try installation with minimal hardware
  4. Add devices after successful setup

Check RAM

Faulty RAM causes installation issues:

  1. Test with single RAM stick
  2. Try different RAM slots
  3. Run memory diagnostic from recovery
